What are the HDB dog rules?
HDB flats may keep one dog, and it must be from HDB's approved list of around 62 small breeds and their crosses, such as the Bichon Frise, Toy Poodle, Maltese, Miniature Dachshund, and Chihuahua. Non-approved breeds like Corgis, Shiba Inus, and Golden Retrievers are not allowed in flats, and non-compliance can draw a fine of up to $4,000.

Where the Popular Crosses Stand
The question we hear weekly: "the list names Bichon Frise and Poodle, but I want a Bichonpoo; is that allowed?" Yes. Crosses of approved small breeds are commonly accepted under HDB's rules, which is why the Cavapoo, Maltipoo, Bichonpoo, and Cockapoo have become Singapore's flat-living favourites.

Not on the List: Corgis, Shibas, and What to Actually Do
Corgis and Shiba Inus are the two heartbreakers: endlessly photogenic, genuinely wonderful, and not on the HDB list at any weight. We sell both breeds, and we still tell every HDB enquirer the same thing: no, and no workaround we can promise. The honest options are three.
Option one: match the spirit within the list; our Corgi page and Shiba page each map their character to approved alternatives. Option two: if the breed matters more than the flat, it becomes a housing decision, and only you can make that one. Option three: adopt under Project ADORE, below.

Project ADORE: the medium-sized exception
Project ADORE (ADOption and REhoming of dogs) is an AVS scheme that lets HDB households adopt one medium-sized local mixed-breed dog, a Singapore Special, from participating rehoming organisations, under conditions including obedience training and a code of responsible ownership.
It is the one genuine, structured path to a bigger dog in an HDB flat, and it comes with a bonus: you give a local dog a home. If your reason for wanting a Corgi was 'a real dog, not a toy', a Singapore Special delivers that in full.

How many dogs can an HDB flat keep?
One dog, and it must be from HDB's approved list of small breeds and their crosses. Keeping a non-approved dog in a flat risks a fine of up to $4,000 under the rules AVS enforces with HDB.
Are Cavapoos, Maltipoos, and Cockapoos HDB-approved?
Yes. Crosses of approved small breeds are commonly accepted under the rules, and all five small crosses we carry (Cavapoo, Maltipoo, Bichonpoo, Cockapoo) plus the Miniature Dachshund qualify for HDB flats.
Can I appeal to keep a Corgi or Golden Retriever in my flat?
Not through any route we can honestly promise. The approved list is the rule, and "exception letters" are not a plan. Project ADORE is the only structured exception, and it covers adopted local mixed-breed dogs, not purchased non-approved breeds.
What is Project ADORE?
An AVS scheme that lets HDB households adopt one medium-sized local mixed-breed dog (a "Singapore Special") from participating rehoming groups, under conditions like training and a code of responsible ownership. It is the genuine path if you want a bigger dog in a flat.
Do condos follow the same list?
No. Private housing may keep up to three dogs of most breeds, subject to the estate's own by-laws and AVS licensing. The HDB list applies to HDB flats only.
Who handles the dog licence?
